It reflects the open water just offshore. Nearshore water over a shallow, sandy bottom can run a couple of degrees warmer than the offshore reading on a sunny afternoon, and a couple cooler right after an upwelling or a cold front, so treat it as a close estimate rather than a thermometer at the waterline.
